Neil identifies that the United States is falling behind in the science race, despite having a three trillion dollar budget each year for different allocations. The United States was once a leader in scientific innovations, but lately its charge has been somewhat lackluster.
Neil's race speech finishes by stating that he doesn't really care how science gets discovered as the progress is inevitable. Although he does say that the American within him wants the US to do better and recapture its once prolific scientific stance. He believes the United States definitely has the potential to do so; it is up to the people to encourage the prosperity in this field.
