Hill claims that overall functionality is the most important factor in any given design. Hill looks at a design and asks himself what problem it's trying to solve and how it actually solves it. This, in his opinion, is the most important factor in terms of design.
Hill does appreciate nice aesthetics. He claims that details and appearance shows that someone cares about a project. However, he still firmly believes that functionality should be the primary focus when creating any structure. If designers can create something that both solves a problem and looks good, then that's a good design.
